10. Cincinnati Bengals

I’m giving the Bengals the benefit of the doubt here.

Cincinnati essentially did nothing in free agency.

And they lost two key offensive linemen — Andrew Whitworth and Kevin Zeitler.

The Bengals’ biggest off-season signing appears to be linebacker Kevin Minter — which shouldn’t give Bengals fans much hope.

Cincinnati, however, still has a decent roster. On paper, they should be able to compete in the AFC North, but they’ll have to prove they can do it on Sunday.
